THE REPORT OF THE 7th EXECUTIVE COUNCIL

The 7th Executive Council submits this report to the 8th Regular Synod of the Episcopal Church in the Philippines. This report covers the period after the 7th Regular Synod, specifically the triennium from May 2008 until May 2011. This reports covers the meetings of Executive Council held on 5 June 2008; 27 November 2008; 20 February 2009; 30 July 2009; 10 December 2009; 3 March 2010; 7 July 2010; 26 November 2010; and 17 March 2011. This report classifies the Actions of Executive Action under a a number of areas of concerns.

Executive Council met nine times during the triennium on the following dates: 5 June 2008; 27 November 2008; 20 February 2009; 30 July 2009; 10 December 2009; 3 March 2010; 7 July 2010; 26 November 2010; and 17 March 2011.

I. ACTIONS IN SUPPORT OF VISION 2018
EC 07 – 14 – 2008: On motion duly seconded, it was approved that the Finance Officers’ Group, with Bishop Wandag as consultant, be tasked to do the following: 1) determine the ‘entitlements’ to parishes and prepare guidelines as to when and how a prospective parish is entitled to said entitlements; 2) schedule the granting of entitlements starting with parishes received by their 2008 Diocesan Conventions; 3) The Dioceses, including the proposed new Diocese, shall prepare and submit to this group strategic growth plans for all mission stations in the next 9 years. It shall show how and when a particular mission or cluster of missions becomes a parish. It shall also serve as the basis for the appropriation of entitlements; and 4) To study and recommend an appropriate Endowment Fund for the proposed new Diocese. This must be created even before the creation of the new diocese to remedy the financial impact on the existing dioceses.
EC 07-23-2008: On motion duly seconded, it was approved that “In addition to the DIOCESAN STRATEGIC GROWTH PLANS, the dioceses shall report to Executive Council annual plans and regular tracking of performance to attain PLANNED GROWTH (as opposed to “natural growth”).
EC 07-25-2008: On motion duly seconded, it was agreed that new parishes shall receive an endowment fund of P250, 000.00 after they have been formally admitted by their respective Conventions.
EC 07-26-2008: On motion duly seconded, it was agreed that new parishes shall be entitled, as funds are available, to a church building, with the requirement that the congregation provides the lot and 10% of the cost of the building.
EC 07-27-2008: On motion duly seconded, it was approved that new parishes shall be entitled to a reasonable and proportionate copies of the Book of Common Prayer and the ECP Hymnal. Thus, the new printing of ECP Hymnal shall be reserved for the new parishes.
EC 07-53-2009: On motion duly seconded, it was approved that EC 07-27-2008 be revised to insert the phrase “shall be primarily reserved”. Thus the action now reads: It was approved that new parishes shall be entitled to reasonable and proportionate copies of the Book of Common Prayer and the ECP Hymnal. Thus, the new printing of ECP Hymnal shall be primarily reserved for the new parishes.
EC 07-100-09: On motion duly seconded, it was approved that a maximum amount of PhP500,000.00 would be made available to newly accepted parishes based of assessment of actual need by the Diocese to which it belongs. Further to this, the amount of PhP3M shall be allocated annually effective 2010 for this purpose.
EC 07-101-09: On motion duly seconded, it was approved that financial assistance in the manner described below shall be made available for the financial operations of congregations that reach the 85% Aided Parish status with the assumption that they achieve full parish-hood in the period of three years: Year 1 – PhP60,000.00; Year 2 – PhP40,000.00; and Year 3 – PhP20,000.00.
EC 07-213-11: On motion duly seconded, Executive Council approved CSF 11-07-10 recommendation to lower the amount of reserve for church building (Parish-hood entitlement) from P3M annually to P1M for the years 2011 and 2012 and P2M for the year 2013.
EC 07-215-11: On motion duly seconded, Executive Council approved CSF 11-09-10 on recommendation to designate future income derived from St. Agnes Ladies Dormitory for Parish-hood entitlement specifically for church building.
I. DIOCESAN CONCERNS
EC 07 – 13 – 2008: On motion duly seconded, the request for a grant of P22,000.00 for the tuition fees, travel and training materials for one Diocesan Staff to undertake studies in Church Music in Baguio for one year was approved in principle pending the submission of a formal application. A report on the results of the study will also be expected.
EC 07-30-2008: On motion duly seconded, the Resolution from the St. Mark’s Pro-Cathedral Parish on the sale of church property in Batal, Santiago City was referred to the Episcopal Diocese of Santiago who shall report at the next meeting.
EC 07-40-2008: On motion duly seconded, it was approved that Mrs. Evelyn Balanon be granted a 50% scholarship to be paid out per semester with the Episcopal Diocese of Northern Luzon paying the other 50% of the cost. This was approved as a one-of-a-kind action and shall serve as a precedent for future scholarships.
EC 07-60-2009 On motion duly seconded, the request for a loan of P5,000,000.00 for a commercial building to be built by St. Mary the Virgin Parish, Sagada was approved in principle subject to the submission of a feasibility study and the endorsement of the Standing Committee of the Diocese.
EC 07-62-2009 On motion duly seconded, the request for a loan of P1,500,000.00 for the purchase of a diocesan vehicle was approved in principle pending the study of capability to pay as well as a review of our financial records indicating that there are still available funds for the loans.
EC 07-96-09: On motion duly seconded, it was approved that a loan of Php2M be granted the Episcopal Diocese of Northern Philippines for their clergy mobility program at the established rate for non-income generating projects of 4% interest per annum.
ECP 07-136-09: On motion duly seconded, it was approved that the request from the Episcopal Diocese of Santiago for a loan of P7Million be granted with 6% interest per annum payable in five (5) years.
EC 07-181-10: On motion duly seconded, it was approved in principle that a loan of P5,000,000.00 (P5M) payable within a five-year period, be granted the Episcopal Diocese of North Central Philippines, subject to the review by the Treasurer and the Finance Office and by EDNCP’s Diocesan Council, to ensure that all requirements are met.
EC 07-206-11: On motion duly seconded, it was approved to use the money to purchase land to be used in strategic areas by the entire Diocese of North Central Philippines. (Referring to proceeds from the sale of some Easter College lots.)
III. On the Division of the Episcopal Diocese of Southern Philippines
EC 07 – 15 – 2008: On motion duly seconded, the request from EDSP for the allotment of P10M from the unallocated CEF for the Endowment Fund of the prospective new diocese within this triennium was referred to the Finance Officers’ Group.
EC 07-178-10: On motion of Bishop Bustamante, duly seconded by Bishop Taclobao, the Documents on the Division of the Diocese were referred to the Commission on Constitution and Canons and the Commission on Finance and Stewardship.
IV. On Salaries and Bonuses
V. Corporate Matters
EC 07 – 02 – 2008: Bishop Joel Pachao was elected vice-chairperson of the 7th Executive Council.
EC 07 – 03 – 2008: Rev. Lito Bayao was elected Corporate Secretary.
EC 07 – 04 – 2008: Ms. Mary Bacwaden was elected Corporate Treasurer.
EC 07 – 05 – 2008: The following were elected members of the Executive Committee of the Council: Mr. Robert Kuan, Ms. Rosaria Bumasang, Ms. Mary Bacwaden, Atty. Matthias Bawayan, Fr. Joel Loy-odan, Fr. Lito Bayao, Bishop Bustamante and Bishop Taclobao.
EC 07 – 06 – 2008: On motion duly seconded, the appointment of Atty. Floyd Lalwet as Chancellor was confirmed.
EC 07- 07- 2008: On motion duly seconded, the appointment of ARCS And Associates, CPAs as Auditor for the next Triennium was confirmed.
EC 07- 08 – 2008: Rev. Garnet Daowan was elected as the 7th member of the Board of Examining Chaplain.
EC 07 – 09 – 2008: The Finance Committee shall be composed of the following: Ms. Mary Bacwaden and Mr. Robert Kuan. They shall also be the members of the Investment Committee.
EC 07 – 10 – 2008: The following shall be the members of the Committee on the State of the Church: Bishop Renato Abibico, Rev. Leon Cadsap, Ms. Rosaria Bumasang and Ms. Patricia Dalmas.
EC 07 – 12 – 2008: Bishop Dixie Taclobao was elected as the Executive Council’s representative in the Pasasalamat Committee.
EC 07-16-2008: On motion duly seconded, it was approved that the EDSP be authorized to represent the ECP in the settlement with WMMC. (On the planned amicable settlement of the case with Western Mindanao Medical Center, the WMMC has requested that the ECP, as among the principal parties, be involved in the settlement.)
EC 07 – 01 – 2008: On motion duly seconded, the agenda was approved.
EC 07 – 11 – 2008: On motion of Bishop Bustamante, the minutes of the meeting of March 6, 2008 were adopted.
EC 07 – 17 – 2008: It was agreed that the next meeting be held on 27 November 2008.
THE 2nd MEETING OF THE 7th EXECUTIVE COUNCIL
27 November 2008
EC 07-18-2008: On motion of The Rt. Rev. Renato Abibico, duly seconded, the proposed agenda was adopted.
EC 07-19-2008: On motion duly seconded, the minutes were adopted as a true record of the first meeting of Executive Council.
EC 07-20-2008: There being no objections, it was moved and seconded that a new corporate secretary be elected from among those with whom communication would be faster.
EC 07-21-2008: Ms. Laura Ocampo was elected Corporate Secretary.
EC 07-22-2008: On motion duly seconded, the appointment of Ms. Dominga Anosan as Assistant Secretary was confirmed.
EC 07-24-2008: On motion duly seconded, it was approved that “The ECP shall continue with its endowment fund campaign (conducted on the Second Sunday of October on the occasion of Centennial Sunday). Collections of local congregations from this campaign shall be matched by national funds (specifically the annual grant from TEC of US$100,000). These endowments funds may be managed by the dioceses but shall be designated as endowment funds of the congregation that collected the funds.”
EC 07-28-2008: On motion duly seconded, it was approved that the year-end inflation pay be increased from P3, 000.00 to P5, 000.00 per regular and part-time employee.
EC 07-29-2008: On motion duly seconded, it was approved that the WDCI be authorized to mortgage the football field at an amount of up to One Hundred Million Pesos with any of its accredited banks.
EC 07-31-2008: On motion duly seconded, the report on the Community-Based Development Program was received.
EC 07-32-2008: On motion duly seconded, the report of the Social Ministries Unit was received.
EC 07-33-2008: On motion duly seconded, the ECP POLICY ON SECULAR ELECTIONS was adopted as the policy of the church.
EC 07-34-2008: On motion duly seconded, the report of the Commission on Evangelism and Ecumenical Relations was received.
EC 07-35-2008: On motion duly seconded, the proposed program of the Commission on Evangelism and Ecumenical Relations was approved in principle.
EC 07-36-2008: On motion duly seconded, the report of the Episcopal Diocese of Central Philippines was received.
EC 07-37-2008: On motion duly seconded, the report of the Episcopal Diocese of Northern Philippines was received.
EC 07-38-2008: On motion duly seconded, the report of the Episcopal Diocese of Northern Luzon was received.
EC 07-39-2008: On motion duly seconded, the proposed Scholarship Guidelines were approved with the following considerations:
- That Doctoral Studies shall be included.
- In item 4.e, undergraduate studies shall not be limited to theological studies to accommodate other fields such as Christian Education and/or special AILM courses.
- That item 4.f is deleted.
- In item 4.h., the phrase “ECP Scholarship Program” shall be changed to “Human Resource Development Program”.
- In item 4.h, the Committee was requested to specify a reasonable counterpart in terms of a percentage (%) of the cost (i.e. amount spent and length of study). Thus, the length of service following the study should also be specified and should be commensurate. This matter was referred back to the Committee.
- That in the criteria, the age limit be increased to 50 years of age.
EC 07-41-2008: On motion duly seconded, the report of the Episcopal Diocese of Southern Philippines was received.
EC 07-42-2008: On motion duly seconded, the report of the Episcopal Diocese of North Central Philippines was received.
EC 07-43-2008: On motion duly seconded, the report of the Episcopal Diocese of Santiago was approved.
EC 07-43-2008: On motion duly seconded, the report of the Episcopal Diocese of Santiago was approved.
EC 07-44-2008: On motion duly seconded, the report of the Samahan ng Kabataang Episcopal sa Pilipinas was approved.
EC 07-45-2008: On motion duly seconded, the report of the Schools for Peace, Relevant Instruction, Nurturance and Transformation (SPRINT) was received.
EC 07-46-2008: On motion duly seconded, the report of the Episcopal Church Women (ECW) was received.
EC 07-47-2008: On motion duly seconded, the report of the Health Enhancers and Advocates for the Lord was received.
EC 07-48-2008: On motion duly seconded, the report of the Brotherhood of St. Andrew was received.
EC 07-49-2008: On motion duly seconded, it was approved that the TCT of the fully-paid mortgaged property of Brent School to Banco de Oro be reconstituted.
EC 07-50-2008: On motion duly seconded, it was approved that:
- The property occupied by DeliFrance be recovered unless they pay rent directly to the Church. An eviction case shall be filed against them if they refuse to do so.
- The CHMPC be allowed to stay in the property they presently occupy as long as they continue to pay the rent.
- That a compromise shall be acceptable is such is so requested.
EC 07-51-2008: On motion duly seconded, it was approved that the car presently used by the Prime Bishop shall be given to The Most Rev. Ignacio Soliba when he retires.
EC 07-52-2008: On motion duly seconded, The Most Rev. Ignacio Soliba shall receive continue to receive his salary until he actually retires on 6 March 2009.

EC 07-54-2009: On motion duly seconded, the minutes were approved as a true recording of the 2rd meeting of the 7th Executive Council.
EC 07-55-2009 On motion duly seconded, the reports of the Treasurer and the Finance Officer were received.
EC 07-56-2009 On motion duly seconded, it was approved that Galvez, Villareal and Co. be the External Auditor for the year 2008 only.
EC 07-57-2009 On motion duly seconded, the proposal for Phase VII of the Community-Based Development Program was approved.
EC 07-58-2009 On motion duly seconded, the report of the Episcopal Diocese of Central Philippines was received.
EC 07-59-2009 On motion duly seconded, the report of the Episcopal Diocese of Northern Philippines was received.
EC 07-61-2009 On motion duly seconded, the report of the Episcopal Diocese of Southern Philippines was received.

EC 07-70-2009 On motion duly seconded, it was approved that the report be referred to the Finance Committee for study and recommendations. The Committee shall present its report at the next meeting.
EC 07-72-2009 On motion duly seconded, the proposal that Executive Council pays the unfunded liability (PhP19M less investment income over and above 6%) for a period of three years was referred to the Finance Committee for study as to whether it is feasible to do so.
EC 07-73-2009 On motion duly seconded, Rev. Fr. Jaime Uy and Ms. Patricia Dalmas were appointed as representatives to the Chapter of the Cathedral of St. Mary and St. John.
EC 07-74-2009 On motion duly seconded, Prime Bishop Edward Malecdan was authorized to be a bank signatory in place of The Most Rev. Ignacio Soliba. Furthermore, he shall also be the signatory for all certifications and official documents of the Episcopal Church in the Philippines.
EC 07-75-2009 On motion duly seconded. It was approved that the banks be authorized to purchase treasury bonds for the Episcopal Church in the Philippines using their prepared resolutions.
EC 07-76-2009 On motion duly seconded, it was approved that in this difficult times, sympathies and prayers shall be communicated and a donation of $5,000.00 be sent to the Anglican Church in Australia through the Anglican Board of Mission. A minimum of PhP 20,000.00 each shall be contributed by the dioceses, and the rest of the amount shall be shouldered by the National Office.

EC 07-77-09: On motion duly seconded, the Minutes of the 3rd Meeting of the 7th Executive Council was adopted as corrected.
EC 07-78-09: On motion of Bishop Abibico duly seconded, it was approved that the services of an Internal Auditor be hired in lieu of having the Audit and the Compliance Committees.
EC 07-79-09: On motion duly seconded, the present policy was amended and that 90% of the existing rate of exchange shall be the book rate for foreign funds.
EC 07-80-09: On motion of Bishop Alawas duly seconded, the amount of P45.00 was approved as book rate for US$ funds effective immediately.
EC 07-81-09: On motion duly seconded, the Treasurer’s Report was received.
EC 07-82-09: On motion duly seconded, the report of the Episcopal Diocese of Central Philippines was received.
EC 07-83-09: On motion duly seconded, the report of the Episcopal Diocese of Northern Philippines was received.
EC 07-84-09: On motion duly seconded, the report of the Episcopal Diocese of Southern Philippines was received.

EC 07-90-09: On motion duly seconded, it was approved that the income from Trust Funds Nos. 263, 587, and 986 and from the Brent School project shall be designated from the unfunded past service liability of the ECP Pension Fund.
EC 07-91-09: On motion duly seconded, it was approved that the ECP invest in corporate bonds being offered through our accredited banks such as Security Bank, BPI, Metro Bank and China Bank.
EC 07-92-09: On motion duly seconded, it was approved that a request be made annually for the release of the income from the Trust Fund No. 194 or the Bishop Brent Trust Fund and the amount be included in the National Allocation Fund.
EC 07-93-09: On motion duly seconded, it was approved that aside from the PhP8M recovered from the PDIC, the PhP28.4M investment at the Countryside Rural Bank be further recovered through the following sources: a) Income from the P8M proceeds from the Philippine Deposit Insurance Corporation; and b) Interest income from the Security Deposits of Burger King, Pancake House, and Shakey’s.
EC 07-94-09: On motion duly seconded, the monthly retainer for the Official Physician was raised to PhP75, 000.00.
EC 07-95-09: On motion duly seconded, the increase in travel day allowance from PhP200.00 to PhP300.00 and the meeting day allowance from PhP75.00 to PhP100.00 was approved.
EC 07-97-09: On motion duly seconded, it was approved that parishes would be assisted in shouldering the PhP5, 000.00 year-end bonus on a staggered basis for three-years starting with year 2009 as follows:

EC 07-99-09: On motion duly seconded, it was approved that the savings from the gradual phase out of the fund assistance for year-end bonus and salary adjustment be given towards diocesan programs such as Christian Education. Such funds shall be released only upon submission of the proposed program.
EC 07-102-09: On motion duly seconded, the report of the Commission on Stewardship and Finance was received.
EC 07-103-09: On motion duly seconded, the report of the Commission on Social Concerns and Development was approved.
EC 07-104-09: The motion, duly seconded, to increase the daily allowance of members of the Board of Examining Chaplains from PhP75.00 to at least PhP500.00 was disapproved
EC 07-105-09: On motion duly seconded, the report of the Joint Committee on the Philippine Covenant was received.
EC 07-106-09: On motion duly seconded, the report of the Schools for Peace, Relevant Information, Nurturance and Transformation was received.
EC 07-107-09: On motion duly seconded, the report of the Samahan ng Kabataang Episcopal sa Pilipinas was received.

EC 07-111-09: On motion duly seconded, the Resolution to Establish the Bishop Robert Lee O. Longid Memorial Award for Peacemaking was approved.
EC 07-112-09: On motion duly seconded, it was approved that The Rev. Canon Brian Grieves be the first recipient of The Bishop Lee O. Longid Memorial Award for Peacemaking.
EC 07-113-09: On motion duly seconded, the Vision 2018 Monitoring Report Format was accepted.
EC 07-114-09: On motion duly seconded, the report of Ms. Esperanza Beleo on her participation in the United Nations Conference on Financial and Economic Crisis was received.
EC 07-115-09: On motion duly seconded, it was approved that the next meeting would be held on Thursday, the 10th of December 2009.
EC 07-116-09: On motion duly seconded, the meeting adjourned at 7:20 in the evening.

EC 07-117-09: On motion duly seconded, the Minutes of the Executive Committee Meeting of 30 July 2009 were adopted as corrected.
EC 07-118-09: Executive Council tasked the Chancellor to proceed with the previous action to file a case against the Cathedral Heights Consumers’ Cooperative.
EC 07-119-09: On motion duly seconded, the Report of the Treasurer was duly approved.
EC 07-120-09: On motion duly seconded, the report of the Episcopal; Diocese of Central Philippines was accepted.
EC 07-121-09: On motion duly seconded, the report of the Episcopal Diocese of Northern Philippines was accepted.
EC -07-122-09: On motion duly seconded, the report of the Episcopal Diocese of Southern Philippines was accepted.

ECP 07-125-09: On motion duly seconded, it was approved that a loan of P6,000,000.00 be made available to Easter Weaving Room payable in 60 equal monthly installments.
ECP 07-126-09: On motion duly seconded, the report of the Episcopal Diocese of Santiago was accepted.
ECP 07-127-09: On motion duly seconded, it was approved that there be a gradual increase in employees’ monthly contributions to the ECP Pension Fund by 2% of monthly gross income per year beginning on January 1, 2010 until the year 2012 when the total monthly contribution reaches 15% of gross income.
ECP 07-128-09: On motion duly seconded, the adjusted National Allocation Budget for the year 2010 was approved.
ECP 07-129-09: On motion duly seconded, any funds not requested for by the new parish congregations shall go towards allocation to the dioceses.
ECP 07-130-09: On motion duly seconded, it was approved that the item for Seminary Graduates be deleted from the ECP Salary Scale.
ECP 07-131-09: On motion duly seconded, it was approved that the amount of P4,000.00 be given as allowance for Seminary Graduates who pass the Canonical Examinations, and the amount of P3,000.00 be given Seminary Graduates who do not pass the Canonicals. The dioceses have the discretion to provide other measures for the safety and welfare of their interns.
ECP 07-132-09: On motion duly seconded, it was approved that the value of the ten (10) lots within the ECP Mission Center be adjusted from P4,832,747.73 to P4,889,745,000.00 and that the EDNP be removed from this section.
ECP 07-133-09: On motion duly seconded, it was approved that the cost of buildings amounting to P21,196,706.00 would not include EDNCP, EDNP, EDSP and SATS.
ECP 07-134-09: On motion duly seconded, it was approved that the amount of P19,261,415.71 representing the unclaimed/uncollectible amount from the Countryside Rural Bank be written off.

EC 07-148-10: On motion of Bishop Joel Pachao, duly seconded, Executive Council reiterated its previous action re Deli France and adopted a resolution presented to Executive Council in November of 2008 that called for legal action to be filed against the Cathedral Heights Multi-Purpose Cooperative.
EC 07-149-10: On motion duly seconded, it was approved that the minutes of the 10 December 2009 meeting of the 7th Executive Council be adopted.
EC 07-150-10: On motion of Mr. Robert Kuan, duly seconded, the National Finance Officer was commended and encouraged for her diligent work and efforts resulting in exceptionally high rates of interest for our investments.
EC 07-151-10: On motion duly seconded, the report of the Episcopal Diocese of Central Philippines was received.
EC 07-152-10: On motion duly seconded, the report of the Episcopal Diocese of Northern Philippines was received.

EC 07-157-10: On motion duly seconded, the report of the Episcopal Diocese of Santiago was received.
EC 07-158-10: On motion duly seconded, it was approved that the remaining amount of P2,830,571.00 for matching plus P2,111,482.14 received recently) will be used for matching 2009 CEF collections. Should this not be sufficient, the accumulated income from General Funds will be another source for matching the collections.
EC 07-159-10: On motion duly seconded, it was approved that the CBDP be tasked to spearhead a Study Committee to establish Rural Banks (including fund sourcing) and to submit a report to the next Executive Committee meeting. The CBDP may co-opt other members in the study committee.
EC 07-160-10: On motion duly seconded, the implementation of the exact National Capital Region wage orders shall be implemented for National Office Staff effective January 2010.
EC 07-161-10: On motion duly seconded, it was approved that: a) the sharing of the results of investments with the Prime Bishop and Executive Council be strengthened; b) approved operational plans be implemented; and c) P100,000.00 be allocated as operational expense for this office, the amount to be taken from the income of the ECP General Fund.

EC 07-185-10: On motion duly seconded, Executive Council approved that dioceses and institutions outside Metro Manila may adjust the salaries of their respective workers to follow NCR wage rates as long as the funds for the adjustment come from their own budgets.
EC 07-186-10: On motion duly seconded, the following policies were approved in relation to staff holding two positions:
- That staff persons holding two distinct senior positions that require full managerial responsibilities shall be paid the regular salary and attendant benefits for one position plus 50% of the basic salary for the other position (without any other benefits); provided also that such assumption of such two distinct positions by one staff person shall have the prior approval of the Executive Council;
- That a senior staff person who is given, in addition to his/her regular position basic supervisory oversight responsibilities (but strategic planning and unit management) shall be given the regular salary and attendant benefits for his/her position, plus 20% of the basic salary; provided also that such assumption of additional responsibility shall have the prior approval of the Executive Council.
EC 07-187-10: On motion duly seconded, the Executive Council approved that ECLOF be granted a loan of P3, 000,000.00 (P3M) payable in one year’s time at 9% interest.
EC 07-188-10: On motion duly seconded, Executive Council approved the release of P1,500,000.00 to St. Paul’s Memorial High School (EDNL) as endowment towards the support of their academic program; and the release of P1,500,000.00 (P1.5M) to St. James’ High School (EDNP) for the renovation of their dilapidated buildings.
EC 07-189-10: On motion duly seconded, the Executive Council approved the reclassification of the P1,100,000.00 (P1.1M) Education Ministry Fund and the addition of such fund to the Charlotte Heilbron Fund for Mission Schools.
EC 07-190-10: On motion duly seconded, it was approved that diocesan offices and institutions may give their employees additional year-end bonuses over and above the bonus given from the National Allocation Funds if these are sourced from their own sources. Furthermore, such additional amount shall not exceed the amount approved by Executive Council.
EC 07-191-10: On motion duly seconded, Executive Council approved the policy proposal: “Transforming Communities from Receivers to Givers”, the details and implementation schedule of which will be worked out later. (see attached document)
EC 07-192-10: On motion duly seconded, it was approved that a committee composed of Ms. Rose Batane, Mr. Jerome Gawidan, Mr. Victor Ananayo, and Mr. Patrick Pelenia be formed to continue the feasibility study on the establishment of a rural bank, and to present final recommendations at the last meeting of Executive Council in 2010.

EC 07-208-11: On motion duly seconded, Executive Council approved CSF 11-02-10 on recommendation to EC to include the US$15,000.00 TEC 2010 appropriation in the CEF fund for matching. However, the amount shall be designated to Clergy Pension Fund.
EC 07-209-11: On motion duly seconded, Executive Council approved CSF 11-03-10 on request to re-align the savings from institutions and parishes, who no longer receive assistance, to be used for salary adjustment and year-end bonus beginning January 01, 2011.

EC 07-238-11: Affirmed the Prime Bishop’s appointment of Atty. Floyd P. Lalwet as Provincial Secretary of the Episcopal Church in the Philippines for a period of one year.
EC 07-239-11: On motion of The Rt. Rev. Brent Alawas, duly seconded, the minutes of the meeting of Executive Council on 26 November, 2010 were approved as corrected.
EC 07-240-11: On motion of Mr. Robert Kuan, duly seconded, the Commission on Stewardship and Finance was tasked to establish policy and lay down priorities on the use of the Charlotte Heilbronn Fund for presentation to Executive Council. The approved policy and priorities shall then be the basis for Commission to determine how the funds are to be used annually. The Commission on Finance and Stewardship shall report on this at the next meeting.
EC 07-241-11: On motion of Bishop Brent Alawas, duly seconded, the minutes of the previous meeting shall be corrected to show that action EC 07-216-11 specifically refers to unallocated funds from the Charlotte Heilbronn Fund.

EC 07-252-11: On motion duly seconded, the Code of Conduct for the Community Development Program employees of the ECP was approved.
EC 07-253-11: On motion duly seconded, it was approved that there shall be no editing of entries in the book of accounts after the same has already been reported at the end of the month. Any error shall be corrected through a subsequent approved adjusting entry. Editing of entries after the same has already been posted and reported is a grave offense that shall warrant the appropriate disciplinary action.
EC 07-254-11: On motion duly seconded, it was approved that receipts printed on thermal paper shall be accepted as proof of purchase only after the same has been photocopied and the photocopy is signed by the staff submitting the receipt. The photocopy shall be attached to the original receipt.
EC 07-255-11: On motion duly seconded, it was approved that in fulfillment of the three-canvass rule, staff making canvass through text messages or telephone calls shall reduce the results in writing, and indicate thereon the name of the establishment, contact person, telephone or mobile phone number, date and time of canvass and such other information that would establish the credibility of the canvass.
EC 07-256-11: On motion duly seconded, it was approved that the Partnership Agreement with the Municipal Government of Besao, Mountain Province, with the following terms:
- That the LGU shall purchase a vehicle for the transport of indigent patients from the municipality and neighboring communities seeking medical treatment in Manila and transport of deceased persons to and from Manila as well as for other mobility purposes involving indigent persons.
- That the vehicle shall be placed under the management and control of the Social Ministries Program of the National Office.
- That said program shall set the fees for the use of the vehicle, which shall cover costs of fuel, services of driver and reasonable maintenance.
